POSITION: EXECUTIVE DIRECTOR for the Omaha Tribal Housing Authority
SALARY: NEGOTIABLE
OPENING DATE: December 1, 2022
CLOSING DATE: December 30, 2022
SUMMARY: The Executive Director administers all activities of the Omaha Tribal Housing authority and is responsible for the planning, organizing, coordinating, directing all Housing Programs and business activities for the Omaha Tribal Housing Authority.
DUTIES AND RESPONSIBILITIES: Includes the following and other duties may be assigned.
The Executive Director will plan and administer the 1 – 5 years Indian Housing Plan and annual performance reports for each fiscal year in accordance with the Native American Housing Assistance and Self-Determination Act.
Incumbent serves as the Omaha Tribe’s principal contact with the U.S. Department of Housing and Urban Development, Office of Native American Programs. Incumbent ensures that all activities of the OTHA are following the Indian Housing Plan (IHP). Incumbent represents the OTHA concerns and interest to the U.S. Department of Housing and Urban Development, Office of Native American Programs as required.
Incumbent administers all OTHA activities and ensures all activities conform to OTHA Policy and Procedures. Must have knowledge of Contract Administration for Construction, Procurement, Davis Bacon wage rates, Force Account work and Cost Analysis for the Maintenance Program. Prepare all OTHA budgets in compliance with the Indian Housing Plan (IHP). Supervises all staff to ensure that the OTHA employees follow established Policy and Procedures.
Oversees, plans, and supervises all aspects of the development of the new housing project including submission of the application for new housing units, site selection and approval plan preparation and construction contracting. Develops a staffing plan for the OTHA based on funding availability and work to be accomplished. Trains, supervises, and provides leadership to all staff. Evaluates staff performance and takes required corrective action. Modifies staffing plans as required.
Coordinates with the OTHA Board of Commissioners with the development and management of Indian Housing. Promotes an understanding of the program among all members of the community. Encourages efficient utilization of all resources available to the OTHA and seeks to meet community needs.
Develop and maintains appropriate plans for OTHA activities to provide alternative housing developments and maintain existing rental housing. Maintains relationships with local housing authorities, Indian and Public Housing and exchanges information on development and management
techniques. Maintain appropriate relationships with all other local, state, and federal agencies. Approves all Purchases, invitation of bids, requests for proposals in accordance with Procurement Policy.

EDUCATION AND/OR EXPERIENCE: Prefer a bachelor’s degree in business or MBA of the equivalent of 3 – 5 years’ experience in Indian Housing Programs and knowledge of the Native American Housing Assistance and Self-Determination Act and regulatory procedures.
KNOWLEDGE, SKILLS, AND RESPONSIBILITIES REQUIRED: Knowledge of Fiscal Management, Budgeting, Financial Management, Audit Requirements, Maintenance/Renovation Management, Procurement, Contracting and Administration, Davis Bacon Wages Rate requirements and Environmental Reviews.
