Summary:

The Administrative Clinical Supervisor is responsible for promoting and maintaining quality patient care through effective management and supervision of patient care areas during his or her assigned tour of duty.  He or she acts as the on-site administrator at North Oaks Rehabilitation Hospital after normal business hours and has the authority and responsibility for administrative decisions and appropriate notification of the Administrator. The Administrative Clinical Supervisor is also responsible for the evaluation and management of the departmental resources.

Education and Experience:

  1. Bachelor’s degree in Nursing and the equivalent of (3) years of full-time post licensure clinical nursing experience and 1 year of Charge nurse/supervisory experience or direct experience working with nursing supervision on staff scheduling/nursing staff education/dealing with issues involving patients and visitors and facility issues during emergent times.
  2. Associate Degree in Nursing and the equivalent of (3) years of full time post-licensure clinical nursing experience, with (5) years preferred, and 1 year of Charge nurse/supervisory experience or direct experience working with nursing supervision on staff scheduling/nursing staff education/dealing with issues involving patients and visitors and facility issues during emergent times.
  3. Demonstrated leadership, organizational and problem solving skills and the ability to work in stressful situations.
  4. Excellence in oral and written communication skills.
  5. CPR, ACLS, and PALS required.

Responsibilities:

Administrative:

  1. Adheres to all regulatory requirements and professional standards as applicable to the specific area of nursing practice.
  2. Assesses available staffing resources for each operational area, taking into consideration census, levels of acuity, unscheduled absences and the skill level of assigned staff.
  3. Based on evaluation of resources, redeploys or reassigns staff as necessary to meet patient care needs.
  4. Visits all patient care units as often as necessary to ascertain condition of patients, evaluate staffing needs and provide on-site support to caregivers.
  5. Serves as a resource to nursing and medical staff on hospital policies, procedures and standards.
  6. Provides a meaningful report to oncoming Administrative Clinical Supervisor and a written report to hospital leadership highlighting areas of concern, potential problems or unusual situations.
  7. Collaborates with Nursing Leadership to seek solutions to identified problems concerning staff scheduling, staff performance or compliance to policies.
  8. Participates in the identification of staff learning needs and communicates those assessments and recommendations appropriately.
  9. Keeps the Director of Nursing and/or Administrator on call informed of any situations or circumstances that may be unusual or have serious impact on hospital operations.
  10. Provides administrative coverage for services/departments during non-business hours. Collaborates and communicates with other departments about operational issues which affect care delivery.
  11. Responds on site to all emergencies and/or alerts. Coordinates care for employees and visitors who are ill or injured during non-business hours.
  12. Initiates and documents administrative action as appropriate.
  13. Collaborates with Nursing Leadership to provide staff with information about patient safety standards.Maintains skills and knowledge required to ensure patient safety.

Clinical:

  1. Maintains clinical knowledge and expertise and uses established patient care standards when consulting with staff on clinical issues.
  2. Identifies areas of clinical practice that require policy clarification or modification.Provides suggestions for modifications when necessary.
  3. Collaborates with Nursing Leadership and Specialists in the identification of staff learning development needs.
  4. Promptly investigates all patient/visitor occurrences and complaints and assesses impact on clinical status. Provides on-site corrective action and counseling if required and initiates follow-up.
  5. Ensures that clinical resources are sufficient to meet the needs of patients. If necessary, makes decisions about recall of pertinent services to meet patient care demands.
  6. Initiates and participates in Performance Improvement Initiatives.Serves on Process Improvement Teams.
  7. Ensures that staff has sufficient information resources to carry out patient care responsibilities.
  8. Demonstrates knowledge and ability to procure information resources as necessary.
  9. Is an active participant in team dynamic activities.Utilizes the service enhancement initiatives to improve patient care.

Budgeting Control:

  1. Identifies and makes recommendations relative to cost or efficiency-improving initiatives.
  2. Manages time and resources efficiently to maximize productivity and avoid unnecessary personnel expenditures.
  3. Collaborates with Nursing Leadership in determining staffing requirements and takes action to ensure appropriate staffing levels.
  4. Promotes cost-effective management of equipment and supplies.

Communication:

  1. Demonstrates knowledge of North Oaks Rehabilitation Hospital organizational structure and utilizes appropriate channels of communication. Communicates in an appropriate manner with those members of the health team necessary for the care of the patient.
  2. Implements and communicates current policies, procedures, and guidelines.
  3. Interprets policies and procedures to personnel, physicians, patient units and other departments.
  4. Conducts and participates effectively in conferences and meetings.
  5. Is knowledgeable about HIPAA rules and regulations. Complies with these regulations and is able to define own level of access for minimum necessary requirements.
  6. Communicates effectively at all levels, role modeling a professional approach with all situations and individuals when faced with disagreement or conflict.
  7. Promotes a positive work environment by building trust and strengthening relationships with staff within and between units.
  8. Uses problem solving approach to find creative solutions for both routine and complex situations that require intervention to assure appropriate resource allocation.
  9. Strives to develop mutually supportive professional relationships with Nursing and facility Leadership.
  10. Partners with patient care areas and patient care directors on initiatives that improve patient care quality and safety, nursing process, education, and research.
  11. Conducts handoff report to oncoming ACS and Medical Center ACS.Documents and forwards report to Medical Center ACS.

Coaching and Development:

  1. Clarifies job expectations with staff members.
  2. Evaluates and/or counsels staff identifying strengths and limitations.
  3. Contributes to the development of all levels of staff.
  4. Responsible to provide resources for clinical and support staff in decision making that facilitates safe, high quality patient care.
  5. Provides education, guidance, and assistance with unfamiliar procedures and policies; while assisting staff to identify resources for information and assistance.

  1. Utilizes data relative to patient activity, staffing requirements, patient satisfaction surveys and occurrence reports to educate nursing care and identify areas for improvement.
